Gov. Schwarzenegger rejects latest budget proposal

Gov. Arnold Schwarzenegger vetoed an $18 billion deficit-cutting package Tuesday that legislative Democrats characterized as the only 'game in town.'

The Legislature has had three special sessions since the November election to address California's worsening budget deficit, projected at $42 billion over the next 18 months.

But the latest package passed by the Democratic-controlled Legislature did not meet the governor's demands for making more cuts, streamlining government and creating economic stimulus, his spokesman Aaron McLear said Tuesday evening.

3 arrested in N. California gang rape of lesbian

One man and two teens have been arrested on suspicion of gang-raping a woman last month in Richmond while allegedly taunting her for being a lesbian, police said Thursday as they searched for a fourth suspect.

Officers arrested Humberto Hernandez Salvador at his Richmond home Wednesday night, Richmond police Lt. Mark Gagan said. The 31-year-old is being held without bail on gang rape, kidnapping and carjacking charges.

Police on Wednesday also arrested a 15-year-old Richmond boy and a 16-year-old Hercules boy, who were being held at a juvenile detention center on similar charges. Their names were not released.
