McCoy, 48, of Elmira, was arrested May 28 on a warrant charging him with aggravated unlicensed operation of a motor vehicle. *Chad L. Dailey, 33, of Elmira, was arrested May 28 on a warrant charging him with failure to pay fine on a second-degree aggravated unlicensed operation of a motor vehicle conviction.
