Schwarzenegger Proposes Budget

LOS ANGELES - Gov. Arnold Schwarzenegger at war with the California Legislature over how to close tens of billions of dollars in projected budget shortfalls, proposed a budget Wednesday that contains a hefty sales tax increase and would cut away at state services.
Mr. Schwarzenegger, a Republican who has repeatedly derided lawmakers - particularly those in his own party - for failing to come to an agreement over how to close the budget gap, released his latest plan through his staff while on a ski vacation in Utah.
The plan is unusual in that it covers 18 months instead of 12, the six remaining months of this fiscal year and the new fiscal year that begins on July 1.
It calls for increased taxes and fees amounting to roughly $9.3 billion, and spending cuts and other solutions - mainly accounting changes and hopeful projections about lottery and other revenues - of more than $18 billion. Fees for higher education would increase, but class offerings would be cut. Health care would be trimmed, and the state work force would be reduced through layoffs.

Democrats say BUDGET deal is 'very close' -- California Politics

Democratic leaders emerged Friday from a nearly three-hour meeting with Gov. Arnold Schwarzenegger claiming they are "very close" to a deal they believe could resolve almost half of California's gaping budget deficit.
"The areas of negotiations have significantly narrowed, and on those issues we're very close," said Senate President Pro Tem Darrell Steinberg, D-Sacramento.
Steinberg and Assembly Speaker Karen Bass, D-Los Angeles, talked via videophone to Schwarzenegger, who is vacationing in Idaho. Talks will continue over the weekend, with leaders hoping lawmakers can be called back to Sacramento by the end of next week to approve a final deal.

Schwarzenegger's Department of Finance has estimated the budget deficit between now and June 30, 2010, at about $40 billion. Even if the Republican governor and Democrats agree on an $18 billion midyear package of solutions that survives legal challenge, they will need to dig even deeper to make the books balance. The governor by Jan. 9 is expected to release his proposals to close the entire gap.

Three juveniles are behind bars

... after leading Fresno County Sheriff's Deputies on a wild chase over the weekend.

According to Fresno County Sheriff, Margaret Mims, deputies patrolling the area of Anchor & J St. Saturday (Dec 13) night in Orange Cove noticed four juveniles driving a stolen white colored, older model Toyota.
Deputies attempted to pull the vehicle over, but the driver refused to stop and a pursuit ensued. During the pursuit, the driver ran stop signs, and drove over the speed limit through residential neighborhoods. The driver then headed to more rural areas, driving along dirt roads and canal banks, hitting trees and at points in the chase becoming airborne.
Two of the suspects, who were passengers in the car, were transported to the County's Juvenile Justice Center where they were booked. The 17-year-old driver of the vehicle, was transported to Reedley Hospitals for injuries he sustained in the collision. He has since been booked into the Juvenile Justice Center.

Fresno Rotary takes the first stab at the departing mayor on Monday at the Cornerstone Conference Center with a "demotion roast."
Then, on Thursday, the sharp knives come out at the new Exhibit Hall for a roast-and-recognition event organized by Georgeanne White, the mayor's chief of staff.

Victor Lopez loves the mayor so much he's naming Orange Cove's next big public project after him. Don't know about you, but I can hardly wait to rev my motor at the Carlos Brown stoplight.

Fred Ruiz of Ruiz Foods in Dinuba has been named 2009 chairman of the board of directors of the California Chamber of Commerce.
Ruiz, whose company employs 2,700 people in three manufacturing plants and two distribution centers, said he sees his chamber role as an opportunity to "pursue sound fiscal policy that encourage a swift and strong rebound from the current recession."
Ruiz's signature brand is El Monterey, the number one frozen Mexican food brand in the United States. The company has plants in Dinuba, Tulare and Denison, Texas.

A 17-year-old Dinuba boy was killed when a vehicle he was driving collided Saturday with another vehicle and a power pole in Fresno, California Highway Patrol officers reported.

Reedley College to share $3 million grant
To Support Math, Science, and Engineering Students toward 4-year degrees
Fresno City College and Reedley College are getting more than $3 million from the federal government to help Hispanics and other students complete four-year degrees in math, science and engineering -- disciplines deemed critical to making the nation's economy competitive, officials said.
Both colleges plan to buy new lab equipment so university-bound students get experience with microscopes, software and other technology commonly found at California State University, Fresno, and the University of California at Merced. The goal is to improve students' academic capability before they transfer from the community colleges, officials said.
The colleges plan to hire counselors to help students complete requirements for transferring. City College will train and pay science, engineering and math instructors to mentor students.
The federal government gave the money to colleges with at least 25% Hispanic enrollment. The government wants more students of color to enter math- and science-related jobs because their numbers are low in those fields, said Shelly Conner, director of grants at State Center Community College District, which runs both colleges.
City College will get $1.43 million and Reedley College will get $1.7 million through 2010. The schools got word about the grant awards two months ago.
Reedley College will use some of its money to turn an existing large classroom into a math study center with offices for math instructors and study tables, wireless connections and white boards for students. The instructors will provide extra teaching to students, said Jan Dekker, dean of instruction for math, science and engineering at Reedley.

Tulare County Sheriff's deputies arrested two people suspected of breaking into a house in Orosi Tuesday.
Deputies found Jose Rangel, 20, and Antonia Cardenas, 21, both of Orange Cove, in the house in the 125600 block of Aceves Avenue around 2 p.m., according to a sheriff's report.
One of the suspects was in possession of a small pry bar, deputies reported, and damages to the house were estimated at $500.
Rangel and Cardenas were arrested and booked on suspicion of vandalism, trespassing, and burglary, the report stated.

It can seem like everything in town bears its longtime mayor's family name. A proposal to add a future high school football stadium to the list is stirring up controversy.

ORANGE COVE -- A community center. A street. A day-care center. A park bandstand. And now a football stadium?
It seems that at almost every corner in this small farming town on the eastern outskirts of Fresno County there is something named after its longtime mayor, Victor Lopez, or a relative.
"His name is on too many things in Orange Cove already," said Manuel Ferreira, a school board member who says he has heard from dozens of residents who feel the same. "So why name the stadium after him?"

Lopez said he never asked to have the stadium named for him but is willing to accept the honor.
Superintendent Juan Garza, a former Orange Cove resident whom Lopez described as a longtime friend, said he made the recommendation because he wanted to "acknowledge [Lopez's] contributions" to the school district.

Junior Alvarez, a senior who is the team's quarterback, said some students even started a petition to oppose naming the stadium for Lopez.
"I know the mayor wants it to be named after him, but it's the high school's stadium, the town's stadium -- not the mayor's stadium," said Junior, 17.
City Council Member Glenda Hill said students have told her the stadium should be called Titan Field...

"Having your name on prominent public buildings or places is a form of political advertisement," said Shawn Rosenberg, a psychologist who is the director of the political psychology graduate program at the University of California at Irvine. "You become part of the political landscape, as immovable as the building named after you."
As for why Lopez may want another structure to bear his family name, Rosenberg suggested that it may be some form of "mild megalomania."

Volunteer poll watcher Charlie Waters says he got called to the Orange Cove poll location Tuesday because other poll watchers and voters were being intimidated. Waters told Action News, "Going into the poll and either voting for them or telling them what to do."
Waters went on to say two of the men involved were the sons of Orange Cove Mayor Victor Lopez. Other poll watchers told Waters that Mayor Lopez had also been guiding voters, so Waters confronted the men. He said, "A fellow comes up on my right and says, 'Do you know who I am?' I said I don't give a rat's blank who you are. He said, 'I'm the mayor.' I said so, these people are interfering with this election."
Mayor Lopez denied doing anything inappropriate. "You couldn't tell the voter vote this way. Absolutely not." The confrontation in the polls got so heated that Fresno County Sheriff Deputies were called. Waters said, "When the sheriff came in they challenged him. Why are you here? You're intimidating my people."
Everyone was told to leave and a fraud investigator with the Secretary of State's office came in. But Mayor Lopez denied he and his sons are under state investigation. "I am not aware of any investigation. I am not concerned about any investigation, ok? Period. Underline that. Take that to the bank."

The Secretary of State's office is investigating allegations that Orange Cove Mayor Victor Lopez and some associates entered voting booths and instructed people how to vote. Poll observers lodged complaints, and sheriff's deputies were eventually called to have the mayor leave the polling place. The mayor, on Wednesday, told KSEE 24 he did nothing wrong, and was merely helping people who requested aid in voting.

21 More Arrests in Cutler - Dinuba - Orosi .. Tulare County Sheriff

21 arrested in gang sweep
The second gang sweep in Cutler, Dinuba and Orosi within a week resulted in 21 arrests, the Tulare County Sheriff's Department reported.
Various law enforcement agencies made the arrests to attempt to stem gang activity in the area, officials said. The three-day sweep from Friday through Sunday resulted in arrests on charges that included possession of illegal firearms, probation violations, drug-related offenses and possession of stolen property.
Those arrested ranged in age from 15 to 38. They were being held at Tulare County Jail and the Juvenile Detention Facility.
A similar sweep last week resulted in 23 arrests.
